Government Oppression

The Hunger Games is primarily designed to oppress and control the districts in Panem.  What other forms of the Capitol's control do the people in District 12 experience?

  1. Well district 12 experiences a lot in their life just because of the capitol like, I feel so sorry for katniss when she is talking about the orange juice and its pretty bad when you trade a squirrel or something like that for just one orange on a holiday for a special treat that’s hopeless.

  2. The other ways of opression that the Capitol put onto district 12 are that they put a fence aroud them, and as katniss says "district 12 a place where you can starve to death in silence." this means that since there is a fence, they cant hunt or anything like it but katniss and gale do but others dont and because most dont the majority of them stave now one in the capitol really cares

  3. District 12 is under a lot of control. They are not allowed to go out of the area that they have assigned to Panem. Also, they do not provide food for them; they have to find something in the area that they have been surrounded by. District 12 does not care if you die from starvation. Since that fence is up, they are not allowed to go hunting or search for anything new for them to eat. Katniss hunts animals for her family. They are forced to go in the reaping, if your name gets called you have to go unless you have someone to volunteer to take your spot. For example, Katniss took her little sister Prims place.

  6. In the “Hunger games” the Capitol controls citizens, in district 12 they control them by not letting them hunt or leave the confines of the district. You can’t get your sustenance because they ration your food. If your family needs food you’ll most likely have to sign up for tesserae, which makes you more at risk to be picked as tribute in the games. The games are yet another way the Capitol controls Panem.

  7. The government controls Panem and there is no doubt about that. For example… The make them do the Hunger Games, and the reason they do this is so they make people think there aren’t in control. They created the games so people wouldn’t rebel against them, but this causes them to want to rebel more. For example… when Effie Trinket asked the audience to clap for the hunger games drawers, But they didn’t. They practiced a form of anarchy toward the capitol

  8. In district 12, Katniss and all the other citizens experience hard control from the capitol. What I thought the hardest to deal with would be the fact that they are caged in like animals! It reminds me of a movie I watched where they put a giant dome around the city. After a while, if it were in our times, I believe that all of the food would be gone, people would starve and people would start going insane because they can’t see or communicate with other people out of there region. Life would be really hard. That’s exactly what happens in district 12. In the book Katniss preforms treason just by trying to get food for her family. She goes under the fence surrounding their district, also using a weapon to kill her food. Simply doing this Katniss could be killed or have her tongue cut off and turned into an Avox .An Avox is a trader, they have to serve and be prisoners for the capitol they cannot speak due to the fact that they cut their tongue out of their mouth. The only reason Katniss does this is because the government “capitol” does not ration food properly. In the book it states it is not uncommon for people to starve. Just imagine starving to death that is not a very peaceful way of dyeing. The people there have to even monitor what they say; one wrong word and the capitol will have you. Therefore yes, in district 12 life is hard and the capitol has big control.

  9. Another form of the Capital’s control in District 12 is the fact that the Capitol controls what and how much food the citizens of Panem receive. If the family does not have enough food, they sign up for tesserae. Tesserae is one month’s worth of grain and oil. Every time someone between the ages of 12 and 18 sign up for tesserae, their name gets put in more times for the Hunger Games, increasing your risk of being a tribute from your district. Most people in the poorer part of District 12 have to sign up for tesserae because they live in a coal mining district and cannot access as much food as other districts.

  10. The way it seems is that the capital controls everything. Some ways they control everyone is 1. The people of Panem aren’t allowed to make or own weapons so they can’t rebel. 2. They are NOT allowed to go over the fences that surround each and every district. 3. Even if it means starvation, they are not allowed to go to and hunt in the forest outside of the fences. But certain people like katniss are bold enough to disobey these restrictions by making weapons, crossing the border, and just being defiant.

  12. Other forms of the Capitol’s control on Districts 12 are the fences, and the lack of food. The capitol has fences surrounding all of the Districts so there is no communicating between the districts, because if there is communication between the Districts there is a stronger chance of a strong rebellion. The Capitol also has fences around the Districts so their contents cannot escape. The capitol has control of the food distribution, so some districts are wealthy in food, like districts surrounding the capitol, while some poorly lack food, like district 12.

  13. The people in District 12 don’t have much power because of the government, so they experience many difficulties. They pick two people every year to practically die in the Hunger Games, if they try to resist, then they will be killed. They can pretty much control their lives by taking away their weapons, freedom, speech and hunting rights. Their control over the people takes away most of their freedom, so they are kind of like “puppets” that that the government uses. Katniss, for example, rebels against the Capitol/government by hunting outside the area that the government gives them to live in. Since District 12 doesn’t care if the “lower” citizens die of starvation, Katniss and Gale go against them in a form of rebellion to save themselves and their families from dying of starvation by hunting and trapping animals to eat, because District 12 would rather have them dead.

  14. The oppressive government in Panem created “The Hunger Games” to punish the districts for an uprising. They also destroyed, no, obliterated district 13. This is one example. Another example is, if Katniss was caught hunting, beyond the fence, with an illegal weapon, she would be caught and killed, or have her tongue cut off (avox) and be forced to work for the capitol. This is why Katniss says "District 12 a place where you can starve to death in silence." This is yet another form of oppressive actions exhibited by the capitol.
